【摘要】:Thetechniquesofairmonitoringaremanyandvaried.Thisguideisintendedtodescribethestandardapproachesthatareusedindesigninganairmonitoringprogramtoprotectwastemanagementsiteworkers.Whenenteringaremedialactionsitetoinitiateaninvestigationoracleanupoperation,operatingpersonnelmaybefacedwiththeextremehazardsoffire,explosion,andacuteorchronichealthhazards.Athoroughsafetyandhealthprogram,includingasite-specificsafetyandhealthplan,mustbeinplacetodirectworkeractivity.DetailsforsuchplanscanbefoundintheOSHAInterimFinalRuleforHazardousWasteOperationsandEmergencyResponseandRefs(1,2).Airmonitoringisanintegralpartofsuchaprogram.Thisguidedescribesequipmentandsamplingprocedureswhichcanbeusedtoevaluatetheairbornehazardpotentialsoastogainandmaintaincontroloverthesituationatthesite.Uponobtainingreadingsatthesite,adecisionmustbemadeastowhetherconditionsareundercontrolornot.Thatdecisionwilldependonthenatureofthecontaminants(toxicity,reactivity,volatility,etc.),theextent(areaaffected,numberofworkers,etc.)oftheproblemandthelevelofworkerprotectionavailable.Sinceallsuchparameterswillbesitespecific,thenecessarydecision-makingisbeyondtherangeofthisguide.Thisguidedoesnotincludemonitoringsitescontainingradioactivematerials,nordoesitcovergeneralsafetyaspects,suchasaccesstoemergencyequipmentormedicalsupportofemergencyneeds.Theseitemsshouldbecoveredinasafetyandhealthplan.ItisrecommendedthatthisguidebeusedinconjunctionwithGuideD4687.1.1Thisguideisintendedtoprovideastandardizedapproachforestablishingandcarryingoutanairmonitoringprogramtoprotectworkersatwastemanagementfacilities.Thisguidemayapplytoroutineoperationsatanactivetreatment,storage,ordisposalsiteortheextraordinaryconditionsthatcanbeencounteredinopeningandcleaninguparemedialactionsite.1.2Anyuserofthisguidemustunderstandthatitisimpossibletopredictallthedifficultiesthatcoulddevelopatawastemanagementfacilityduetohazardousairborneemissions.Althoughaircontaminantmeasurementsobtainedinaccordancewiththisguidemayindicateacceptableortolerablelevelsoftoxicagentsarepresent,careandjudgmentmuststillbeexercisedbeforeconcludingthatallatmosphericcontaminantsatthesiteareundercontrol.
